Enterprise Application Manager II

The Family Health Centers of San Diego utilizes over 200 enterprise applications, systems, and tools to facilitate the delivery of high-quality and affordable care to individuals and families. The Enterprise Application Manager II position is designed for an individual contributor without direct reports. The ideal candidate for this role is a self-motivated professional who takes comprehensive responsibility for managing the lifecycle of multiple enterprise applications across multiple business functions. This encompasses supporting applications and systems for multiple business functions to minimize risk, optimize vendor relations, boost efficiency, and enhance user satisfaction, ultimately leading to enhanced business outcomes.

The Enterprise Application Manager II is responsible for end-to-end lifecycle of the enterprise applications and work closely with business partners and vendors to ensure applications roadmap are aligned with business requirements, applications are current and meeting performance and availability SLA, cybersecurity and regulatory requirements are embedded, and application is architected to support the continued growth of the organization. This role is also responsible for managing integrations with other FHCSD systems, lead incident management and root cause analysis, document SOPs and runbooks, end user training & support. This role also performs capacity planning and analysis; mentor Systems Manager I; provides guidance and support to applications users; works in a highly collaborative and fast paced environment with other IT professionals, vendors, and business teams to ensure applications meet current and future business needs.

Job Roles

  • Responsible for collaborating with business partners and vendor to define and manage the application roadmap and projected budget.

Responsible for working with vendors and business partners to ensure applications meet business and Cybersecurity requirements.

  • Ensures that enterprise applications and systems are technically viable and aligned with business strategic plan.
  • Trains users and works closely with the end user community to analyze feedback, resolve issues, and answer questions.
  • Manages and monitors enterprise applications to ensure that they are performing and all KPI's are tracked.
  • Manages the integration of the enterprise applications with other collaborating systems.
  • Collaborates with information security team to ensure that the applications are secure, scalable and comply with all relevant policies.
  • Manage enterprise applications lifecycle by implementing upgrades, patches and retire/migrate to a new applications/system when needed.
  • Defines, documents, and tests the DR plan for FHCSD hosted applications and coordinates with SaaS vendors to ensure DR plans are in place and regularly tested against established RPO and RTO.
  • Perform other duties as assigned.

Education/Certifications/Licenses/Registrations

  • Ability and means to travel as needed in a timely manner within San Diego County, to locations that may have limited access to public transportation; proof of liability and property damage insurance on vehicle used is required. DRIVER REQUIREMENTS: Licensed for a minimum of 3 years; No more than 2 violations and/or accidents within 3 years; No vehicle related suspensions/reinstatements; No DUI, reckless or felony Driving with 7 years.
  • At least 5 years of experience in enterprise application management and governance
  • Bachelor's degree in computer science, Information Systems, or related field, or equivalent experience.
  • ITIL (Information Technology Infrastructure Library) certification or equivalent combination of education and experience that provides the skills, knowledge and ability to perform the essential job duties, and which meets any required state or federal certification requirements.

Experience/Specialized skills (including Language)

  • In-depth knowledge of systems/application lifecycle management methodologies and best practices.
  • Strong leadership abilities to effectively lead and motivate a cross functional team.
  • Familiarity with industry regulations and standards related to applications and systems management and governance.
  • Strong analytical and problem-solving abilities to identify system issues, analyze root causes, and implement effective solutions.
  • Excellent systems delivery and organizational skills, with the ability to manage multiple systems implementations and lifecycle simultaneously and prioritize tasks effectively.
  • Proficient in application integration frameworks relevant to application integration and dada exchange between diverse systems to support end to end business processes.
  • Familiar with Cyber Security frameworks and methodology to secure applications and Systems
  • Knowledge of performance monitoring and capacity planning methodologies
  • Experience with change and release management processes and tools.
  • Active listening skills to understand stakeholder requirements and address concerns effectively.
  • Ability to convey technical concepts to non-technical stakeholders in a clear and concise manner.
  • Ability to collaborate and negotiate with stakeholders to ensure technology alignment and cooperation.
  • Proficiency in incident and problem management processes, with the ability to troubleshoot and resolve complex technical issues.
  • Eagerness to stay updated on emerging technologies, industry regulations, and best practices related to systems management and governance in your domain.
  • Willingness to adapt to changing technology landscapes and evolving business needs.
  • Ability to learn new tools, methodologies, and frameworks to enhance continuous improvement to systems management capabilities.
  • Proficient in IT service management frameworks, such as ITIL (Information Technology Infrastructure Library).
  • Excellent verbal and written communication skills to effectively communicate with stakeholders at all levels.
  • Strong interpersonal skills to build and maintain relationships with cross-functional teams, vendors, and service providers.
  • Ability to manage budget and manage the on-time delivery of technology initiatives.

If you are hired at Family Health Centers of San Diego, your final base salary compensation will be determined based on factors such as geographic location, jurisdictional requirements, skills, education, and/or experience. In addition to these factors - we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is what we reasonably expect to pay for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
