DESCRIPTION

The UC San Diego Health System Controller will have direct management responsibility over the UC San Diego Health entity Controllers responsible for all accounting, financial reporting and cashiering services for the Medical Center, Physician Group, Population Health Services and ACO. Responsibilities include consolidated financial reporting, joint venture & affiliate accounting and budgeting, financial support for strategic initiatives, management of the annual audit, leadership of project management teams when appropriate, and active participation in campus-wide and UC-wide work groups and meetings as required. All duties and responsibilities are carried out in conformance with Generally Accepted Accounting Principles and University policies. The Health System Controller will ensure effective utilization of entity resources and work with operational teams to implement plans to improve operational and financial performance.

Key Responsibilities

  • Directs the entity Controllers to ensure that monthly financial statements are produced in a timely accurate fashion in conformance with Generally Accepted Accounting Principles and University accounting policies for all entities of the health system.
  • Ensures that internal control processes are adequate, documented, and consistently applied and that policies and procedures across the health system accounting teams are uniform. Is the organizational expert on the functionality and capabilities of the financial accounting/reporting and general ledger system.
  • Reviews and implements, as necessary, training for accounting staff to ensure compliance with documented process and procedures. Develops and utilizes staff to effectively support new and ongoing programs. Maintains an efficient, cost effective team, carefully utilizing scarce staff resources and leverages automated processes and financial systems aggressively and consistently.
  • Collaborates with the Health System support departments such as Revenue Cycle, Supply Chain, and Decision Support to ensure compliance with state and federal regulations and system policies and procedures relating to financial reporting, billing, reimbursement, and other transactions.
  • Collaborates and informs operational staff, such as Department Administrators, medical center and hospital leadership, budget and planning teams, as to financial accounting trends and outcomes.
  • Works with the Health System CFO and other system leaders to inform, develop and implement business plans (including post-implementation reporting/tracking), system financial policies, systems and controls that protect corporate assets and ensures the entity achieves its business and financial goals.
  • Monitors cash balances for the Health System and advises the Health System CFO on cash management practices. Liaises with Campus Treasury department to ensure Health System cash balances are accurately represented.
  • Oversees the development of consolidated GAAP financial statements and ensures that all inter-enterprise transactions are properly reported and reconciled.
  • In conjunction with the entity Controllers, serves as a liaise with external auditors and regulatory agencies, ensuring all compliance requirements are met timely and accurately.
  • Manages, develops, and monitors financial and internal controls to guard clinical enterprise financial resources.
  • Ensures monthly financial reporting packages with financial statements, key risk areas and statistics for all entities are completed timely and in compliance with internal policies and controls for general ledger transactions.
  • Presents the monthly financial statements to the CFO and provides analysis of key variances or significant accounting issues.
  • Collaborates with entity Controllers on year-end external audits. Oversees quarterly and annual regulatory reporting as applicable.
  • Leads continuous review of processes and procedures. Recommends process and policy changes as necessary to improve performance.
  • Establishes department productivity goals and objectives. Reviews department performance and productivity compared to defined standards.
  • Partners with IT on accounting and financial information system upgrades and enhancements to improve transaction and reporting capabilities.
  • Leads reviews of risk areas including revenue accounting, recharges and recoveries.
  • Works collaboratively with finance managers and departments to support financial operations.
  • Ensures timely and accurate accounting and financial reporting for joint ventures and other external affiliations.
  • Provides direction to subordinate managers on setting goals and objectives, performance management, and career development. Oversees human resources activities and resolves issues.
  • Makes recommendations regarding the ongoing organization, integration and effectiveness of the various business functions within the entity.
  • Maintains an in-depth knowledge of the changing clinical environments, payment practices/regulations and their impact on the organization.
  • Other duties as assigned.
MINIMUM QUALIFICATIONS
  • Bachelor's degree in finance, accounting or relevant field of study, and ten or more years of relevant experience, or equivalent combination of education, training and experience.
  • Five or more years' experience in a senior healthcare finance position.
  • Highly advanced knowledge of finance and accounting in an academic medical center, hospital system, or public accounting with healthcare clients. Demonstrated knowledge of Generally Accepted Accounting Principles and all applicable statements of the Governmental Accounting Standards Board.
  • A demonstrated understanding of all elements of health care delivery, including strategy, business planning, operations, finance, and practice plan management including professional compensation.
  • Highly advanced knowledge of regulatory compliance requirements.
  • Highly advanced problem solving and analytical skills.
  • Highly advanced interpersonal skills to work effectively across all levels of the organization.
  • Advanced skills in identifying process improvements and leading successful change management.
  • Advanced management and leadership skills.
  • Highly developed judgment, decision-making, and critical thinking skills.
  • Current knowledge of accounting best practices.
  • Highly developed verbal and written communication skills. Ability to present complex financial information in a manner that produces action and results.
PREFERRED QUALIFICATIONS
  • Advanced degree in related field of study (finance, accounting, MBA, MHA)
  • Senior finance experience in an academic medical center or academic health system.
  • Professional certification preferred (CPA, etc.)
SPECIAL CONDITIONS
  • Must be able to work various hours and locations based on business needs.
  • Employment is subject to a criminal background check and pre-employment physical.

Pay Transparency Act

Annual Full Pay Range: $158,300 - $319,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $75.81 - $153.21

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
